This is the Revenge of the Fallen Blue G1 Colored Repaint of SOUNDWAVE which comes in a 3 pack along with the Fallen and an 07 Movie Voyager Megatron repaint.  The 3 pack is a Toys R Us Exclusive.

The TRU Exclusive Soundwave is compared to his original Revenge of the Fallen Toy, an oversized ROTF KO, G1 Soundwave, G1 Oversize KO Soundwave and Cybertron Soundwave.
